Background

The technology of global navigation satellite systems (GNSS) is currently being used in a wide range of sectors including but not limited to: mapping and surveying, monitoring of environment, agriculture and natural resources management, disaster warning and emergency response, aviation, maritime and land transportation.

The United Nations Office for Outer Space Affairs, as the Executive Secretariat of the ICG develops a wide range of activities focusing on capacity building, specifically, in deploying instruments for the International Space Weather Initiative (ISWI), developing a GNSS education curriculum, and utilizing regional reference frames that support sustainable development, particularly in developing nations.

Expected participants The Workshop is being planned for a total of 80 participants including policymakers, decision makers and senior experts from the following groups: international, regional, national and local institutions, United Nations agencies, non-governmental organizations, research and development institutions, and also from industry. Participation requirements Participants should be in senior managerial or decision-making responsibility at governmental agencies, national and regional institutions, non-governmental organizations or industry. Equally qualified female applicants are particularly encouraged.

Deadline for Submission of Applications and Abstracts The completed application form together with the presentation abstract, properly endorsed by the applicant's Government/ institution, should be mailed to the Office for Outer Space Affairs, United Nations Office at Vienna, Vienna International Centre, P.O. Box 500, A-1400, Vienna, Austria, no later than Friday, 5 March 2010. The applicant may also submit his/her application through the Office of the Resident Representative of the United Nations Development Programme in the applicant’s respective country. After many years this quadrennial meeting will be held again in Germany. We are proud to host this important assembly and will do our very best to create ideal conditions.

Scientific Program

This is the twelfth in the series of Solar-Terrestrial Physics Symposia organized by SCOSTEP (Scientific Committee on Solar-Terrestrial Physics). They are held on an approximately quadrennial basis. The main goal of SCOSTEP is to organize scientific programs in the solar-terrestrial environment. The current program is Climate and Weather in the Sun-Earth System (CAWSES), which has the overall goals of fostering a scientific approach to understanding the short term (Space Weather) and long term (Space Climate) variability of the integrated solar-terrestrial environment, and for its societal applications and CAWSES-II: Toward Solar Maximum runs from 2009 to 2013.

The main thrust of CAWSES is to treat the entire solar-terrestrial domain as one system, rather than treating each region independently. CAWSES-I covered the descending phase of the solar cycle from 2004 to 2008, whereas CAWSES-II covers the rising phase of the solar cycle.

The following scientific sessions of STP12 are grouped according to the major themes of CAWSES:

    1. Solar physics, variability, heliosphere
    2. What are the solar influences on Earth's climate?
    3. The role of mesospheric clouds in climate research
  2. Space weather: science and impacts
    1. CME-ICME connection
    2. Shock formation in the solar atmosphere
    3. Solar wind and magnetosphere interface
    4. Substorm variability
  3. Atmospheric coupling processes
    1. What is the geospace response to variable inputs from the lower atmosphere?
    2. Coupling by transport of photochemically active species
    3. The role of dynamic waves for coupling
  4. Space climatology
    1. How will geospace (MLT, ionosphere, magnetosphere) respond to an altered climate ?
    2. How does short-term solar variability effect the geospace environment?

STP-12 provides an excellent opportunity to discuss the scientific accomplishments of the CAWSES programs. It will allow the community to present on the many outcomes from CAWSES-I as well as discuss initial results from CAWSES-II. Each morning the symposium will offer tutorial lectures/keynotes that will be of interest to all participants and will provide more specific sessions in the afternoon. All those who are involved and/or interested in CAWSES are welcomed to Berlin.

BACKGROUND: Studying Energetic Atmospheric Particle Events & Transient Luminous Effects occurring in Earth’s lower and upper atmosphere, as well as in space, is important for several reasons:    Read more...   

  • It provides unique information about particle acceleration and multiplication in the lower atmosphere during thunderstorms;
  • Generation and propagation of huge fluxes of electrons, positrons, gammas and neutrons near the Earth's surface are newly discovered global processes that should be studied by experimental and theoretical methods;
  • Electromagnetic emissions connected with thunderstorms trigger various dynamic processes in the Earth’s magnetosphere, causing global geo-effects and changing electrodynamic properties of the ionosphere.
  • The huge values of energy associated with electron-photon avalanches and upper atmospheric discharges can potentially be a real danger for high–altitude flights

The following topics will be covered:

  • Surface measurements of electrons, neutrons and gammas in correlation with thunderstorms;
  • Energy spectra of electrons and gammas from the ascending relativistic runaway electron (RREA) process;
  • Terrestrial gamma-ray flashes (TGFs) observed by gamma-ray observatories in-orbit;
  • Broadband electromagnetic signals detection from thunderstorms;
  • Transient luminous effects of thunderstorms and lightning in the upper atmosphere;
  • Runaway breakdown and relativistic positron/gamma-ray feedback;
  • Timing and positioning of lightning by networks of VLF antennas;
  • Connections with space weather issues;
  • Joint observations by space-born and ground-based facilities.

ATTENDANCE LIMITATION: Due to the size of the venue and other restrictions, the number of participants will be limited to 75.

International Astronautical Congress

Space weather slowly emerges as a policy item. While it has long been only a scientific question, its economic relevance is steadily growing due to its effects on commercial space activities in particular in the field of telecommunications. In addition, space weather is expected to become an element of new Space Situational Awareness projects so that international coordination should be foreseen. This session reflects on such questions of impact and coordination.
