The following information is from the United Nations Office on Outer Space Affairs and concerns a special research satellite project.
The UNBSSI (see attached UN document) pursued in the period of time from 1997 to 2005 a satellite project entitledIt was to be implemented by the Russian Space Agency and European partners, and is one of the biggest projects pursued through the UNBSSI.
Progress is occurring. Goto http://wso.inasan.ru/ for additional information on this satellite mission.

Then click on "Publications" , then on "ISWI related Videos", and then on the first video on the presented menu. You can view the satellite, and the envisioned launch of it.
