Dear ISWI Participant:

Please find attached a paper by Prof. Mbane Biouele Cesar, who is with the Laboratory of Earths' Atmosphere Physics, Faculty of Science, University of Yaounde, Cameroon. This is an African country that we hope to see more often at the United Nations (COPUOS) under the newly established "Space Weather" permanent agenda.

Prof. Cesar is the Assistant Secretary General of the African Geophysical Society (AGS), which came into being last year during the "AGU Chapman Conference" in Addis Ababa, Ethiopia. The attached paper is reprinted here with his permission.
