The RION's ionosonde network "GIRO" (Global Ionosphere Radio Observatory) has been in coordinated operation since 2004. Its Lowell GIRO Data Center (LGDC) operates nine online central data repositories and several data sharing and dissemination services. In addition to the public ionosonde data provision, LGDC operates assimilative real-time models of the ionosphere and trans-ionospheric signal propagation that constitute RION. The models include GAMBIT (Global Assimilative Modeling of Bottomside Ionosphere with Topside extension) that interfaces one the International GNSS Service centers in Olsztyn, Poland to build global maps of the effective ionospheric slab thickness. The UN African Regional Centre for Space Science and Technology Education in English (UN-ARCSSTE-E) was inaugurated in Nigeria on 24th November, 1998 and affiliated to the United Nations Office for Outer Space Affairs (OOSA). The UN Office of Outer Space Affairs (UNOOSA) was mandated to establish Centres for Space Science and Technology Education in developing countries on a regional basis. Nigeria and Morocco were chosen to host the Centres for Space Science and Technology Education for the benefit of Anglophone and Francophone African countries respectively. The host institution for the Centre in Nigeria is Obafemi Awolowo University, Ile-Ife. The Centre came under the supervision of the National Space Research and Development Agency (NASRDA) of the Federal Government of Nigeria after the inauguration of the latter in 1999. UN-ARCSSTE-E is mandated to develop skills and knowledge in 5 prime areas 1/ Remote Sensing / GIS; 2/ Satellite Meteorology and Global Climate; 3/ Satellite Communication; 4/ Basic Space and Atmospheric Science, and 5/ Global Navigation Satellite System. The UN Regional Centre is deeply committed to research and capacity building in the 5 prime areas and related applications. UN-ARCSSTE-E is expected to serve all the English-Speaking countries in Africa. The Regional Centre in addition to its regional mandate to the English Speaking countries in Africa, serves the Nigeria as one of the activity centres of the National Space Research and Development Agency and works with other centres/arms of the agency in areas of overlapping mandates to ensure sound delivery of the Agency’s mandate. More information here: https://www.ursi-gass2023.jp/papers.html Session Description: The understanding of the complex nature of the near-Earth plasma is crucial for Ionosphere and Space Weather modelling and applications. The goal of this Session is to discuss to which extent the Magnetosphere – Ionosphere system is predictable in terms of the physics of dynamical systems and statistical results. Ionospheric models attempt to predict ionospheric parameters variations, but quantitative limits of predictability have not been given and justified. To determine and understand such limits is essential to define the predictability of the ionospheric parameter variations searching for the chaotic and deterministic components of such variations. This can be done also making use of modern techniques like big data and machine learning. The Session, therefore, seeks to have invited and contributed papers dealing with recent numerical simulations, case studies and theoretical as well as modelling perspectives of the problem.
