The U.S. White House Office of Science and Technology Policy has just released the report:

"Space Weather Observing Systems: Current Capabilities and Requirements for the Next Decade" http://www.whitehouse.gov/sites/default/files/microsites/ostp/spaceweather_2013_report.pdf.

This report provides a consensus view of the key capabilities that need to be maintained, replaced, or upgraded to ensure that space weather observing systems can meet the requirements of U.S. critical space weather forecasting capabilities for the next 10 years.

I have also attached this report as pdf ... it is a largish file.
